RECREATION:

Home of the Great Basin National Park, the County has many other recreational areas including Cave Lake State Park.

The community has an eighteen hole golf course, tennis courts, a three-field softball complex, and a combination baseball/football field. There are six community parks in the area. For summer activities there is a unique natural warm springs swimming pool in McGill. Winter offers cross country skiing trails, ice skating, snowmobiling and ice fishing.

ATTRIBUTES:

From the splendor and majesty of the Great Basin National Park to the historic settings of the old west, White Pine County combines Nevada’s progressive business climate with a serene, uncomplicated quality of life.

White Pine County is well positioned to support new industry and growth. Ely is the regional center for commerce and business for much of eastern Nevada. Located on the NAFTA highway (U.S. Highway 93), Ely is poised for future industry expansion and tourism.

A County owned industrial park is located three miles north of Ely across the highway from the municipal airport.

Modified Business Tax (Payroll Tax):

This tax is imposed on persons conducting business in Nevada. The tax is based on the total number of full-time equivalent employees. There is an annual fee of $100.

Combined Sales and Use Tax:

Tax charged on the sale of tangible personal property. Contact the State of Nevada Department of Taxation, Revenue Division, Tami Julian, (775) 753-1115.

Freeport Tax Law:

Personal property which is moving in interstate commerce through or over the territory of the State of Nevada, or which was consigned to a warehouse, public or private, within the State of Nevada, from outside the State of Nevada for storage in transit to a final destination outside the State of Nevada, whether specified when transportation begins of afterward, shall be deemed to have acquired no situs in Nevada for purposes of taxation and shall be exempt from taxation. Such property shall not be deprived of such exemption because while in the warehouse the property is assembled, bound, joined, processed, disassembled, divided, cut, broken in bulk, re-labeled or repackaged.

A county wide room tax is collected and expended by the County Tourism and Recreation Board. The tax is 10% of the amount of rental on each hotel or motel room (for stay of 28 days or more).

LABOR FORCE IN DETAIL:

White Pine County’s work force includes a wide variety of occupations and skill levels in its primary employment sectors of mining, government employment, services and trade. White Pine County residents have training and experience in: diesel mechanics, electricians, maintenance mechanics, drillers, blasters, mill operators, welders, heavy equipment operators, truck drivers and lab personnel, as well as security personnel, general laborers, clerical workers and administrative staff. Government employment includes the Bureau of Land Management, U.S. Forest Service, the Nevada State Department of Prisons at the maximum security prison and the Ely Honor Camp, as well as the state and local governments and the school district. Services and trade employment is concentrated in tourist related businesses including motels, restaurants, casinos and the community’s retail trade establishments.

Unemployment is currently at 3.6 percent, fluctuations in the gold and copper market, turnover, and the spouses of employees relocating to White Pine County to work in the mines and at the state prison provide a readily available work force. In addition, job opportunities in White Pine County attract interest from qualified applicants from all areas of the United States. The Employment Security Division is linked with America’s Job Bank and the Internet to recruit skilled workers from all over the United States.

NEVADA STATE REGULATIONS:

Workman’s Compensation:

(State Industrial Insurance) An application must be filed with a deposit, 3 percent of 2 month’s payroll. With the application, the State Industrial Insurance System will set up an account and review job classifications to assign specific rates.

Unemployment Insurance:

An application is filed with the Employment Security Division, Unemployment Division. No deposit is required. The Division will provide an employer package and number. Rates are based on gross payroll per quarter.

Nevada Occupational Safety and Health:

Nevada has accepted the federal regulations ver batim. If the company complies with OSHA, it complies with the Nevada statutes. No permits or notifications are required. The state makes unscheduled compliance inspections. For assistance, contact the training and consultation division, (775) 789-0546.

Right to Work Law:

Nevada is a ‘right to work’ state. Under NRS 613.280, employees cannot be denied employment because of non-membership in a labor organization. It is illegal for a labor union to strike or picket a company to force them to enter into contracts which make employment contingent on union membership; and, it is illegal for any labor union to try to force an employee to strike against his will.

Apprenticeship Programs:

Apprenticeship programs must be approved by the Nevada State Contractor’s Board, 9670 Gateway Drive, Ste. 100, Reno, NV (775) 688-1141. The Department of Labor Bureau of Apprenticeship and Training, in Reno, (775) 784-5290, can assist in development of new programs.

Great Basin College:

The Great Basin College, Ely Center, is a fully accredited community college in the University and Community College System of Nevada. FIRE PROTECTION:

The Ely Volunteer Fire Department consists of a 6-man paid force, and a 45-man volunteer force. They provide fire protection for the City of Ely, supplementing volunteer services in Ruth, McGill, Lund, and Baker as needed. The City has four front line pumpers, ranging from a 1950 to a 1986; with capacities ranging from 500 to 2,000 gallons. There are also two specialized rescue vehicles, a 1978 Dodge and a 1987 Chevrolet support unit with a Haz Mat trailer.

The City of Ely has a class 5 rating, and the Industrial Park has a class 6 rating. Full hydrant service exists in the Park.

MEDICAL SERVICES:

White Pine County’s medical services and facilities are designed to meet residents’ and visitors’ emergency and primary medical care needs and to provide access to more specialized services on an as-needed basis. The county is currently served by two physicians in family practice, one general practice physician, one internal medicine / pediatric physician, three internal medicine physicians, one obstetrician gynecologist, one general surgeon, and one physician assistant. Ancillary medical staff include a nurse anesthetist, physical therapist, respiratory therapist, and radiologist. Emergency medical services are supported by a med-flight program to transport seriously ill or injured patients to specialized services in the surrounding urban areas.

In addition to the physicians serving White Pine County on a full time basis, visiting physicians from throughout the Inter-Mountain west provide monthly consultations and services in cardiology, ophthalmology, pathology, orthopedics, urology, internal medicine, podiatry, ear, nose, and throat specialties, dermatology, and plastic surgery.

White Pine County has an excellent program for referral to specialized medical services and facilities in Reno, Salt Lake City, and Las Vegas and patients from White Pine County have access to highly regarded programs and physicians including the Primary Children’s Burn Unit, Eye Clinic, and Cardiology Departments in Utah. The community is served by Medical Link, a two-way interactive compressed video system to provide immediate access to specialists throughout the country.

WILLIAM BEE RIRIE HOSPITAL:

William Bee Ririe Critical Access Hospital is a fully accredited 40 bed hospital which provides inpatient medical, surgical, obstetrical, and ICU services, long term care, out-patient services for surgery, physical therapy, and respiratory therapy, and 24-hour physician attended emergency room services. The hospital is equipped for diagnostic X-ray services including CT Scan, M.R.I. unit, and mammography.

The community has one medical center, the William Bee Ririe Rural Health Clinic. White Pine Care Center provides an accredited 99 bed geriatric and long term care facility located adjacent to the hospital and clinic; the Community Counseling Center is staffed by a Ph. D. Psychologist, four clinical psychologists, and one psychiatric consultant; the community has one optometrist, three dentists, a visiting orthodontist, and three full service pharmacies.

EDUCATION IN DETAIL:

White Pine County offers a full range of educational services including early childhood programs, an excellent school district, adult education through Great Basin College, tutorial and alternative programs. Small class size, a high degree of personal attention and parent involvement, and the opportunity for students to pursue individual areas of interest all contribute to the quality education offered by the White Pine County School District. From elementary through high school, students travel on District sponsored trips to compete in athletic events, for band and drill team competitions, to participate in programs for career development and to visit college campuses.

The District’s total enrollment is 1,380 students, with individual school enrollment ranging from David E. Norman in Ely at 406 to Baker Elementary at 16. McGill Elementary School, with 146 students, has been nationally recognized as a Redbook, Blue Ribbon School. White Pine High School is a four year school which serves the students in Ely, McGill, Ruth, and Baker and has an enrollment of 389 students. White Pine Middle School serves students in Ely, McGill, Ruth , and Baker and has an enrollment of 299 students.  Lund Elementary School serves 42 students and Lund High School has an enrollment of 75 students, with both schools serving the Lund/Preston area. The average class room size throughout the District is 17 to 19 students.

White Pine County students excel in both their academic performance and extra-curricular activities. White Pine High School students participation and test scores on the ACT and SAT are above the state average, and graduating seniors have been highly successful in securing scholarship funds. Vocational programs include drafting, agriculture and agricultural mechanics (small engines and implement repair), carpentry, machine shop, business education, word processing, and accounting. Student activities include student council and leadership programs; National Honor Society; several special interest clubs; music and drama programs; and inter-scholastic athletic programs for both girls and boys including soccer, football, volleyball, wrestling, basketball, baseball, golf, and track.

Special education programs are offered for special needs children. Classes are offered for the handicapped in conjunction with regular classroom attendance when ever possible. The high school special education program includes both academic and vocational training.

Adult education programs are offered through White Pine County School District. An adult education class is offered during the day as well as in the evening to assist area adults in receiving either a regular high school diploma or finishing their GED program. The White Pine County School District also provides an adult education program for the inmates at the Ely State Prison and Ely Conservation Camp.

The NOVA Center with an enrollment of 7 students, offers a wide range of courses through an electronic high school that provides an alternative for adult students seeking their high school diplomas or continuing education and personal enrichment.

EARLY CHILDHOOD EDUCATION

The County’s youngest students have the opportunity to participate in pre-school programs through the Magic Carpet Cooperative Pre-School (289-3732) and the Little People’s Headstart Program, (289-6113).

GREAT BASIN COLLEGE

White Pine County is especially proud of it’s Norm Goeringer Vocational Skills Training Center campus, which was financed in large part through local private donations totaling over $1 million. The college is affiliated with the Great Basin College in Elko and is a member of the University and Community College Systems of Nevada. The College is fully accredited by the Northeastern Association of Schools and Colleges. The Ely center offers Associate of Arts and Associate of Science degrees, a number of vocational certificates, university transfer courses, and community service and personal enrichment programs. The Center employs both full and part-time staff and offers a full curriculum through it’s on-site classrooms, in cooperation with White Pine High School, and through distance learning programs.

The 10,500 square foot facility is located on a 124 acre site on the south eastern border of Ely. It was opened in 1996 and is equipped with state of the art personal computer systems and inter-active teleconference capability linked to other universities and community colleges in Nevada, a science lab, and a multi-purpose classroom.
